What’s the process of pressure treating lumber like 2×4’s? Also, why is pressure treated lumber damp, wouldn’t that cause them to be MORE susceptible to rot?

Pressure treated wood is treated with a liquid preservative and placed in a pressure chamber. The pressure forces the chemical into the wood as opposed to just a surface treatment. This allows the wood to be in contact with the ground as the chemicals offer protection against rot.
