It was not evolutionarily advantageous for humans (or really mammals for that matter) to develop this trait. Amongst other things, our bodies are much too complex for a system like that to work, because the creature would need to have a way to survive without crucial organs or limbs and be kept sustained with nutrients for a long time. Whereas a lizard growing back a tail is both a non-complex organ, and the creature can sustain itself during the growth process. Our bodies still operate like we are wild creatures.
