These letter grading schemes are terrific. In Grade 4 I had perfect scores in Math and Spelling but got a C for effort in both. The teacher explained to my mother that she could only give out so many A’s and B’s and I really didn’t have to try very hard to score perfect marks. Never did understand why she would want me to put more effort into simple tasks.

I’m guessing E represents a % that is still so low that it equates to failure.
Like in my country we get a score of 1 – 100, if you score below 40, that’s a fail.
On an A B C D E F scale, an E would be similar to scoring 30, so still a fail.
Since E and F both represent a fail, they just rolled them together.
