ELi5: Sanitizer + Oil = ??

If I have oil in my hands and I use a sanitizer, my hands stop feeling oily/sticky. Where does the oil go? Even if it breaks down the oil (like soap does) do these broken compounds stay/sit on my hand? There is also no water to run the water soluble part of the oil/dirt away from my hands.

And soap doesn’t “break down” oil. Oil is a hydrocarbon. Soap is basically long chains of fat, which are hydrocarbons. So washing hands with soap just makes it easier to get off
