The names are a little misleading. Of course, any camera connected to your network will have an IP address. So both a cloud camera and an IP camera have IP addresses. The cloud camera uses it’s internet connection to talk to a service outside of the home where the recordings are stored.
An IP camera is generally not talking to the internet but rather talking to another bit of equipment on the local network where the recordings are stored. So that might be a PC on your network running some kind of video recording software, or it might be a purpose built appliance that’s doing the same thing.
One of the BIG differences is, generally the cloud services require you to use their own cameras, where’s with an IP based camera you can mix and match what kind of camera you buy.
