There’s a difference between clean and germ free. Windows don’t have to worry about germs. They just need to be clean and not free of germs.

Metaphorically — reading a newspaper will educate you and thus “clean the window” for you to see what is happening in the world. However, at that moment you realize that you are already somehow involved in the things you read about, at least in your mind. Some of the things may be unpleasant and thus you are “getting your hands dirty” by reading.
