If it’s what I think you’re describing, they are security cameras. The dome is like a one way mirror, so people can’t see the camera but it can record 360°.

The mirrors that stores often have so that clerks can see down aisles and around corners from the till to keep an eye out for shoplifters? That is about the only thing I can think of that matches the short description you have given. It is tech heavily utilized before the implementation of security cameras, and one that is still commonly used as they are cheaper than cameras and computers.

They’re for sure cameras. (Unless they’re just trying to make you think they are). If they’re big domes they likely have multiple cameras pointing different directions. The domes make it so you can’t know for sure exactly where the camera(s) pointing so you always feel like you’re being peeped on when you’re about to steal those Flaming Hot Cheetos.
