It depends a little on the context. There are different kinds of IP.

For example, let’s say that Intel has developed some IP regarding microprocessor design in the USA. For them to export it would generally mean selling or licensing that IP to other companies not in the USA.

Intellectual Property is anything made by someone’s intellect, usually ranging from art to blueprints.

So it could be like a novel to be printed there, or the patents for a new dishwasher to be sold manufactured and sold there, it’s exporting things that aren’t the material object but rather what you need the rights to to make the material object.
