I have two different sets of rims for my car. One set is an inch wider than the other set. so i need to place offset things between my rims n rotators to adjust the tires away from the wheel well walls farther; to prevent rubbing n hampered mobility. Offset is usually a minor correction to make things work together better, in this case a plastic ring.

Offset is the distance from the center of the wheel. For example a 17×9 wheel, a zero offset would place where the wheel connects to the hub at the exact center of the wheel. 4.5in from the outer/inner edge. Offset is measured in Millimeters and positive offset means where the wheel would connect to the hub is moved more out away from the hub. Negative is the opposite where the center of the wheel is closer to the axle(hub). It is used to clear suspension and brake components. And can also be used to get a desired look.

And common example for many oem wheel specs would be 17×8 +45. So where the wheel would connect to the hub is 45mm to the outside of the wheel from the center line.
