Lingthusiasm did an episode on that recently.

In summary, the longer the vocal chords, the deeper the voice. Like a cello plays lower than a violin because the strings are longer. But while there are gender-specific trends it’s not a hard and fast rule; some women have longer chords and lower voices and some men have shorter chords and higher voices. It’s generally correlated to height but not always.

Other than that, most differences between male and female voices are cultural. Straight cis men, for example, tend to restrict their vowel sounds to the center of their mouths, while cis women, trans men and women, and gay guys tend to spread their vowels out across a wider space in their mouths. There’s no anatomical difference there, it’s a method of gender expression in English.
