Cookies in themselves are not necessarily bad. They can be used to remember who you so you don’t have to login to a website every time you visit it, or they can used to track you across the internet to see what your interests are so advertisers can target you better.

Yes, that is exactly what they do. The argument is that site is “learning” you. The more information they have about you the more the can dictate buying habits, offer specific media perspectives, etc. In short, what they are asking is, “Is it OK if we track your each and every move?”
