Eli5: Wheel balancing

On those wheel balancing machines that tire places use how do they physically indicate on a wheel where to install the balance weights?

The machine rotates and gives you an arrow on the display, when the tire hits the correct spot it flashes and beeps. That is where the weight goes. Then you do one more rapid spin to confirm balance.
