They were developed at different times by different groups.

The MPA rating system was developed in the late 1960s. Under this system, it is the MPA that assigns ratings to films. It is completely voluntary, and there is no legal penalty for not enforcing a film’s rating.

The TV ratings system was developed by industry, Congress, and the FCC in the late 1990s. Under this system, it is the broadcaster that assigns the rating. It is also voluntary, but was intended to be used in conjunction with the legally required V-chip.
