You’re propably talking about gas discharge lights? The ones that flicker for a second when you turn them on?
There is a tiny drop of mercury in the lamp that has to be evaporated before they work properly. If the heating contact corrodes or gets dirty it will heat more slowly.
Turning off is instantanous because without electricity they don’t work at all. Light isn’t “storable”
