Do you mean actual chills like feeling cold or like when your skin gets goosebumpy?

Actual chills happen when cooler air touches your warmer skin. Its the noticing of a tempreture change.

The hairs standing up suh as when scared or such is thought to happen because we had more hair/fur a long time ago and it helped us look more threatening when we needed to such as when a threat appears and spooks us.
