It’s not Bluetooth. It’s something different, depending on the manufacturer.
The reason why they do that is that Bluetooth has a problem: it needs interaction. You need a pairing code, or at least some way to select which device you want to pair with, because what if you’re in an office and there’s a dozen Bluetooth keyboards and mice around you? And if you have a new computer without an operating system, how are you going to pair a Bluetooth keyboard with it? You need a working keyboard to have keys to press! Same problem goes for the mouse.
Those dongles are there to solve that problem.
