Water is good at sticking to things. It’s because the molecules are charged with a – & + end. When frozen they line up in a nicely arranged pattern with bits of positive and negative sticking out.

Scents generally are big carbon molecules arranged as hexagons stuck together. Kinda like the Olympics symbol of circles. When scents floating past bump into frozen water they’ll start attaching to bits that stick out and stay.
