Technically, it does freeze it just requires incredibly low temperatures to hit its freezing point. For example, ethanol freezes at around -113°~ C iirc

Alcohol is hard to freeze because as the alcohol by volume increases the colder the temperatures need to be. For example wine has around 8-14% alcohol by volume and will therefore freeze at -5° C, but Stolichnaya vodka has an alcohol by volume of 40% and would therefore freeze at -24° C.

Water molecules are closer to each other than alcohol. This is because the H and O bonds is more attractive than C and O bonds in alcohol. This also means water molecules become a rigid array easier than alcohol.
