The device may have been in the box for 2 weeks or 6 months. The manufacturer can’t afford to depend on limited shelf time, for something complex like a phone. Simpler gadgets use a little plastic tab you pull out to activate the device, but those usually aren’t rechargable.
It’s “possible” that you could use it without charging it. However, startup processes could be interrupted if the battery was low. With something like a phone, these startup processes are very important, and failing to do them could brick the device.
So, there is a reason to read the manual and follow the instructions.
