Eli5: why is ultraviolet light visible on a flashlight?

Or are we only seeing the higher frequency lights from the flashlight?

UV flashlights that have a visible purple glow are emitting that visible purple alongside the UV. Quality lights often have a filter which eliminates all of this visible-spectrum light before you see it, leaving only the UV to fluoresce what’s in front of you
