[ELI5] Why isn’t hexadecimal used for creating computer storage data? Why is it always in binary?

I’m asking this because data in game cartridges always seem to be shown in hexadecimal values instead of binary. I reckon maybe hexadecimal is more convenient than binary.

Hexadecimal is easier to read for humans than binary because it doesn’t require writing out as many digits, while still being easy to translate to binary. But binary is easier to do with electronics – 1 or 0, on or off. Operating in hexadecimal would require the ability to have 16 different states.
