Because about 6000 meters of Mauna Kea are under water and we don’t care about that part.

In general we measure stuff based on how far from sea level they are and by that definition Mauna Kea is just about 4000 meters.

If you talk about the tallest mountain the general understanding is that you mean which mountain has a peak furthest from a sea level.

Mount Everest is the furthest you can get from sea level while still standing on ground.
