eli5 Why Mountains Stop Storm

Why is it that mountains at an elevation of 4k feet would stop a storm in its tracks. I would think the clouds would be high enough to sail right over the mountains. It’s snowing and raining, but you get on the eastern slope, and there’s nothing.

The mountains cause the air to rise cooling the air and making it rain as the air rises, once on the other side of the mountains the air no longer has enough moisture in it to make it rain so you get a rain shadow on the other side of the mountain. https://youtu.be/8Lcvwx63Xg0
