eli5: Why the scenes in poor countries on most of all hollywood movies apply a light sepia filter?

As I understand it, it was initially intended to be a way to visually signify warm (especially dry) climate. However I think because of the way it makes such scenes seem unhealthy (yellowing tends to bring jaundice to mind, even for people who don’t really understand that very well) and “dirty” that it subconsciously makes viewers see the area represented in a more negative manner — dangerous, grimy, etc.
