Because that’s what the scriptwriters, director, etc decided that they wanted in the movie.

If you mean why was it a hollow cylinder with the livable surface on the inside so looking up meant you saw the opposite side’s ground……………. the rotation meant everyone was pinned to the floor. The floor just wrapped around on the inside.

Think about when you’re in a car and go around a corner. If it’s fast enough you’ll feel yourself moving in the opposite direction of the turn. Same thing.

So Cooper Station had a form of artificial gravity but one that was caused by acceleration.
