Photons do not move fast because they have a high amount of energy. They move fast because they do not interact with something called the “higgs field”.
The higgs field is a field that fills the universe and is what gives particles rest mass. Particles that interact with the higgs field, such as electrons and quarks(quarks make up protons and neutrons), are slowed down as they interact with it. Therefor they require energy to accelerate them.
The photon has no rest mass because it does not interact with the higgs field. Therefor, it requires no energy to accelerate it.
To answer your second question, EVERYTHING moves forever unitl it interacts with something. A photon, a marble, or a planet will all move through the universe forever, at a constant speed, until something alters it.
