The speed of light depends only on the stuff it’s moving through – air, water, nothing. A photon does lose energy when it’s reflected, but it doesn’t lose speed. A photon moving through empty space always moves at 300,000 kilometres per second. If it’s reflected, it gets redder (longer wavelength) but not slower.
