As far as I know police don’t act on it because the documentaries give them intel on how criminals operate. If they were to arrest and prosecute the criminals shown in the documentaries then criminals would stop agreeing to participate in them and the police wouldn’t be able to learn more about them that way.
Basically, let some of them get away in the short run to catch more in the long run. And it’s not like they get away scot free, I’m sure they get put on a list somewhere.
