How are new countries created?

Step 1: Declare that some area is a new country.
Step 2: Get the current country that owns this area to agree that this new country is indeed a country. If they won’t agree crush their pathetic military with your superior military, Then make them agree or die.
Step 3: Get ALL permanent members of the UN security council and at lest 50.01% of all member in general to agree that the new country is a country.
EDIT: Note that without step 3 you can still have a quasi country like Taiwan
There are several ways. Most of them (since the majority of the world is a part of one or another country Currently) are created either by one larger state separating into several smaller ones (e.g. USSR and Yugoslavia) or by one region of a country becoming independent (e.g. South Sudan). A fusion of several smaller countries or territories into one bigger country is also a possibility.
Get a piece of land and declare it as a country. If other nations acknowledge your piece of land as a country, then you should be set. This is why the number of countries can fluctuate from study to study, because not all nations accept the same countries.
