A “stuffed” nose is generally not blocked by mucous, it’s blocked by the mucous membranes becoming inflamed. One of the things that inflamed mucous membranes do is… leak mucous. The result is a stuffy nose that won’t stop dripping.
The cells causing inflammation accumulate fluid in the area, and blood vessels dilate and get leaky, the fluid leaves the nasal tissue and follows gravity, hence the dripping. Decongestant drugs constrict the blood vessels and limit the leaks. That’s why they say these types of drugs dry you up.
