If 1 tablespoon of sure is approximately 12 grams of sugar, how can 17 grams fit in a tablespoon when it’s in the form of honey??

Because honey is more dense. It’s not volume alone that determines the mass.

Mass=density x volume.
So more dense a substance, more weight in the same volume of 1 tablespoon.
