How-come graphics in video games aren’t as good as most cgi in movies?

This is the same reason quick time events looked great in 90s-00s in video games they were basically making cgi movies instead of the in game engine to create narrative videos. You can compare the Ff7 cutscenes to the gameplay as an example of this.
