how come if an electrical cord is dropped into the water in a marina, the entire body of water isnt electrified?

The electricity is looking for a path to ground. A person would only get shocked if they were part of that path.
Well if it’s just the cord itself it’s got a protective rubber coating which doesn’t transfer electricity at all. If it’s the end, there’s probably a burst of electricity but chances are that would overload the circuit breaker the outlet is attached to and it would disable the circuit.
