How do fake ID makers bypass the scanning system that some bars or gas stations use on the “barcode” on the back of the card?

You need to remember that a barcode is just digital information. The barcode on an ID is just a copy of the information on the front in a machine readable format. The scanner doesn’t connect to an online service to see if the card actually exists, it just logs what the barcode says.
A lot of them will just copy a real code that they know scans. And the barcode basically is just a digitized version of the written information on your ID. If you know how to encode it, you can just do that directly.
