If they can, they’ll change the “foreign” language to be something other than what the film was dubbed into. For instance, if it’s a film dubbed into French, and there’s supposed to be a French-speaking character that the protagonist can’t understand, they’ll change that character to being German or Italian or something.
The case you bring up is more difficult, since it’s clear that the protagonist is in Paris, and he’s not supposed to be able to understand anyone even though he’s “speaking” French. In that case, they may have him speak in a French-Canadian accent, and play it off as him being unable to understand a Parisian accent (much like someone from the US might have a hard time understanding people in Glasgow).
Though it might be easier to just have the move be subtitled instead of dubbed in a case like this.
