Some bacteria produce neurotoxin. When food is left out in the right conditions, bacteria can proliferate. While the bacteria would not survive a proper cooking process, the toxin is uneffected

Some food isn’t heated all the way through to the centre allowing bacteria to survive, other cooking processes kill the bacteria but the toxins that the bacteria produced while they were alive can still give you food poisoning.
