How do interactive ads (playable game ads) function while over other apps?

Not sure what you’re asking exactly but…
1) They work because that functionality has been implemented directly into both iOS and Android for Apple and Google to make money.
2) In general, you always have many applications running at the same time – it’s called multitasking. It works like when you’re cooking and watching TV at the same time, quickly switching your attention from one to the other. A modern phone does that thousands of times a second and has multiple processor cores to boot, so it’s like you having clones to help you out.
At the end, there’s nothing stopping multiple apps running at the same time, and the specific way ads do it is just in order to annoy you.
They are layered on top of the main app.
That layer has it’s own functions that runs based on your touch or input.
Like Google maps has many layers. One layer for ground, another layer for streets, another layer for cities, another for labels. Just a bunch of layers on top of each other. Depends on which layer is at the top.
