It’s based more on pixel count rather than screen size.
A 20″ screen can have a screen that’s 1920 pixels by 1080 pixels, while a 40″ screen can have the same amount of pixels, they’re just bigger. The image is displayed (on a rudimentary level) by telling each individual pixel what color to show. So the pixel on the 20″ screen in row 10, column 10 will shine the same color blue as the same position pixel on the 40″ screen when displaying the same image. If one screen has a different amount of pixels, the image will be scaled so greater or fewer numbers of pixels shine together as one “super pixel” (showing 1080p content on a 4k screen for example).
