how do muscles around the eye contribute to eyebags?

Can exercising the muscles around the eyes make eyebags better (or prevent further fat prolapse) or will it on fact make them worse? Do muscles around the eye get weaker with age due to underuse (and thus exercises should help) or overuse (so relaxation / massage should help more)?

No because eye bags are not the result of lax muscles, but the relaxation of skin’s natural tendency to sag over time and lose its tone.

There are tons of vintage devices born of quackery that were supposed to clear up eye bags or sagging arms … or other parts of the body … by exercising them or by doing something to them like vibrating them or applying some kind of pressure to them but none of them amounted to anything because on the whole they simply don’t work. Because none of them addressed the cause.
