During construction, a new connection to the utilities gets built into the property. At the simplest level, there’s an active water main or electrical utility pole nearby, and a new branch of pipes or electrical wires can be added to them. Things get way more complicated when a new house gets built in the middle of nowhere, but the basic principle is the same.
