How do people that start a Political Party make it appear in the elections ballot?

Typically, in order to get onto a ballot you need to get a certain number of signatures of registered voters and turn them into the election officials overseeing the race. The number required differs based on the office/number of residents for that office (eg. a member of state house would be a lot less than US senate).
It depends on the election system. Some places anyone can just sign up for the election and get their name on the ballot. In other places you need a certain amount of signatures to get your name on the ballot. This all needs to be done some time before the election.
