How do people that start a Political Party make it appear in the elections ballot?

Typically, in order to get onto a ballot you need to get a certain number of signatures of registered voters and turn them into the election officials overseeing the race. The number required differs based on the office/number of residents for that office (eg. a member of state house would be a lot less than US senate).
