How do police identify criminals in “3 hole balaclava masks”?

Over here in the Oceanic regions, burglaries/thieft acts commited by criminals who wear these 3 hole balaclava masks, police don’t seem to catch these guys. Also, because the crime acts aren’t consider as severe, they don’t bother to get their forensic team to do fingerprints/DNA scans like what they do in elsewhere. Lastly, our CCTV camera laws are strict where we have no right to enable voice record in CCTV captures.
