If you watched Joker, just after the scene where Arthur shot Murray, the scene zooms out on a bank of multiple screens showing different studios like ads, news anchors on the waiting, and reporters on the field. Some top guy decides which screen to air. Ads are pre recorded so they select which ad to play and how many times depending on cost of airtime vs amount paid.
