An explosion results in a shock wave, which is a wall of pressure fluctuation moving outwards from the explosion. The amount of water which can be evaporated in air varies with pressure. If the air is humid, then the pressure in the shock wave can actually cause the water in the air to condense into small droplets. Once the shock wave has passed, the droplets evaporate again.
