How does a poor country build an education system from scratch?

It’s often been said that investing in education is one of the most effective ways for a country to develop economically, but exactly how does that happen in practice?

Historically in the case in East Asia, this involved a lot of foreign professionals creating and teaching at newly established locations.

Long examples:

Some examples are the Whampoa military academy, which a lot of Chinese civil war officers were educated by officers of the White movement from Russia and the officers of the German empire before the rise of the Nazis.

And for Tsinghua University, teachers were from the YMCA. In Korea the elite women’s Ewha university was taught by western missionaries.

These alumni would also hopefully return to teach the next generation forward.

Ironically, several of Middle Eastern militaries were in the past taught by ex-Nazi, ex-East German officers, usually professional soldiers out of a job after a war or revolution.

Same deal in South America where some Latin American countries had confederate soldiers and officers in the employ.
