The baby powder (usually scented talc) absorbs moisture – I would think if it sucks up water so that the skin and the sand end up dry, then the sand would lose adhesion and become easy to brush off.

The only thing keeping the sand stuck to your skin is water. So if you let the sand dry, you can brush it off fairly easily.

Baby power will soak up that water that’s between the sand grains and then you’ll be able to brush it off.
