Bluetooth is simple so requires little “overhead”. Ethernet provides packet priority and arrangement and variable size and…. basically it’s a really configurable high performance/bandwidth network protocol. Compare that to Bluetooth with it’s simpler protocol stack and lower power. Originally built for printer and other local resources, it’s not meant to transmit big distances or run high data rates. Each Bluetooth device has a different profile with more or less capabilities (thermostat sends only temperature while a printer may send ink/printer status and more). By scaling the profiles capabilities you optimize performance for that application (power/speed/distance). WiFi does none of that so struggles with small data packets and is higher power.

Bluetooth works as two devices are paired to the same frequency to communicate together.

But devices that are not paired send out signals and when you are on a device you can see them in your for example phone settings bluetooth tab you can see all devices around you that are bluetooth ready and connectable. Though some require a 4 digit code usually 0000 but thats really the general overview.

The good thing is bluetooth only works up to 33ft the bad thing is the security on it is not good and most devices are hacked due to that signal

Bluetooth is just short-range radio transmission. It works the same way WiFi or any other data-over-radio system works, just at a very low power.
