It has little flakes of something reflective (aluminum for example) in the paint, and a painting process is used that makes them somewhat aligned so that they form tiny prisms. Incoming light bounces around in the paint for a bit, and since prisms split white light into rainbows, when the light bounces out of the paint it might be any color.
