Wooo boy, you’ve touched on a great and really complex question that no one really knows the answer to. Intelligence is definitely a mix of nature (DNA, inherent potential) and nurture (environment growing up) in some way. In your example, it’s actually more likely to be caused by nurture.

Maybe the ‘dumb’ parents grew up in a poor, war torn country where they didn’t have access to education, or their parents believed education was stupid. If the child stumbles into a subject they enjoy studying or has a mentor (not their parents) that shows them the value of education, they’ll likely put much more effort in to learn and grow.

In this case, even if the parents and kid have similar “potential” from their DNA, where they grow up and who they grow up around could be the difference between a neutral surgeon and a conspiracy nut living in a trailer. There is interesting studies looking at identical twins (same DNA) raised in different homes, and the kids raised with parents of higher intellect tend to be smarter than kids raised by low intellect parents.
